I am handicapped & can't drive or use the bus. Your card renewal policy requires me to physically come into a branch to renew my card. Taxi cabs are too expensive. So am I a non-citizen excluded from downloading eBooks?

Thanks for asking! I apologize for the frustration that you've run into up to this point - there are a lot of unintended consequences at the edges of membership policies, but we do have a way to mitigate this one. 

We offer free mail delivery of library materials to users whose mobility is restricted by vision loss, disability, age, health, etc. You can enroll in this homebound service by calling 402-444-4800, extension 2, and answering the same questions that would show up on a library application form - residence in Douglas County, date of birth, etc. Since it sounds like you're primarily an ebook borrower, you may not need to have material sent by mail, but enrolling in the homebound program will also renew your account for access to our electronic collections. You can call and confirm your contact information each year to continue service.
