Can I pay an out of State fee to access your e-books? I live in Texas. I'm thinking of buying a nook for xmas.

If you do not live or own property in Douglas County, Nebraska, you may purchase a non-resident membership for a period of 4 months ($25.00) or 12 months ($75.00).  Payment is required from only ONE household member but everyone in your household can get a card. Gift memberships may also be purchased.

You do need to apply in person in order to receive a card, which would work for downloading e-books.  You might see if your local library offers electronic downloads as part of their services.  It's becoming more and more common, especially in larger library systems around the country.
