If Children's books have a 60 day Grace period, why do I have a fine for $35.94 for two books?

The notice was recieved by mail on 10/13/12, dated as due 8/10/12.

There is a two month grace period and after that, when books are not returned, they are treated as lost.  If you bring the books back, the portion of the charges representing the price of the book will disappear.  Teen and adult books in this situation (checked out on a children's card more than 60 days) would still have a $5 maximum overdue fine when returned.
