Does someone qualify for homebound services if they have a mental illness and rarely leave their home?

We have carefully reviewed the US Postal Service & Library of Congress guidelines for mailing materials using the "Free materials for the blind or handicapped" mailing service. Unfortunately it's pretty clear that the users need to be blind/visually impaired, or physically handicapped. There's no mention of anything regarding mental health or other types of disability beyond physical disabilities.
Since this is the program we use to mail our homebound materials, we won't be able to add patrons to the homebound program that don't fit the guidelines they have in place. 
If your family member is willing to let someone pick up their library materials for them, and someone is willing to do it, we could work with both parties to get a family member or friend listed in the account for pickup of materials.
