If a book I have on hold does not appear at my local library branch even though it is available at several other branches, does that mean it will

If a book I have on hold does not appear at my local library branch even though it is available at several other branches, does that mean it will never be available at my local branch?
The book I have requested is L. Penney's "The Great Reckoning" and it is available in 3 branches, but not my local Benson branch. Will a copy never be transferred to Benson?

Yes, this does look confusing! The explanation is that there is a waiting list of 46 for this book, and you are still a ways down the list. The copies you are seeing checked in at three branches are Bestseller Express copies--they are available to anyone who walks in and picks it up, but there is a charge of one dollar for checking it out, and they only check out for a week. These copies are not used to fill holds. The only way one of these copies will be transferred to Benson is if someone who has checked one out returns it to Benson. 

However, there are 25 regular copies being used to fill holds, so your turn should come fairly rapidly!
