i checked out an ebook and can't get it on my kindle. The only option is to download it to my computer

Without more details, it's hard to tell exactly what the problem is.  It could be one of the following:

1.  The book is in a format that isn't supported by Kindle.  If the book you downloaded is listed as an Adobe ePub book or PDF, then it uses another reader.  Make sure that you use the Kindle Book download link for the Kindle.

2.  If you have a new Kindle device, make sure it's registered under your account with Amazon.  Your download link should direct you to Amazon with a button that says 'Get for Kindle'.  At that point you will need to log in to your Amazon account and make sure that the 'get library book' link to the right has underneath it the right Kindle device.  If it doesn't, hit the little arrow below that button and choose 'register New Device'.

3.  If you followed everything outlined in 1 and 2, but still don't see your book it could be because you don't have a WiFi connection for your Kindle device.  It won't download through 3G or 4G.  If you don't have a WiFi hotspot handy, you can use one at any library branch.
