Thanks for asking! I'm confident that this is Martha Alexander's 1973 picture book "No Ducks in Our Bathtub." Synopsis from Kirkus Reviews:

KIRKUS REVIEW Review Pub Date: April 30th, 1973

David's problem here is a little less compelling than those to which Martha Alexander has previously applied her small-scale sensibilities (the new Baby Sister in 1971, the Mean Old Mother in 1972). This time his mother is a ""mean old crab"" because she won't allow a jar of bugs, a duck or a pigeon in the apartment, but appears to be redeemed when she lets him keep 103 fish eggs in his old baby bathtub. The surprise comes when the family returns from vacation and finds 103 frogs in the big bathtub, where the friends who were feeding David's ""fish"" had transferred their charges. David is delighted with the new development and his father and obviously pregnant mother flummoxed, but it's far from an unprecedented metamorphosis in the picture book world. Still, among those who rate recognition above novelty Alexander's gently observant pictures will likely be preferred to the grisly carnivores of Kellogg's kinkier variation on the same theme in Can I Keep Him (1971).

We do not currently have this title in the Omaha Public Library collection, but we could certainly seek it for you through inter-library loan

Thanks again for asking, and thanks for using AskOPL!
