According to the Oracle Java Timeline, the first browser to use Java was WebRunner (later renamed HotJava), a browser entirely built using the Java language, in 1994.  This was when Java was first being developed and was used as an illustration for what it could do.

However the first outside browser to incorporate Java as an applet plug in was Netscape in 1995, announced at the same time Java made its first public appearance.

Thanks for your question!
